Danskammer files application for Newburgh power plant - Poughkeepsie Journal

TOWN OF NEWBURGH — Danskammer Energy filed its Article 10 application with state regulators Wednesday seeking approval to repower the Danskammer Energy Center on River Road.

Danskammer Energy announced its plan more than a year ago to spend $500 million to modernize the current plant, used only during times of peak need, into a baseload, natural gas-fired facility.

The company’s application will undergo a review by the New York State Public Service Commission and other state regulators.

Over the past six months, environmental groups have organized protests and lobbied regional governments to pass symbolic resolutions opposing the project.

Food and Water Watch, an environmental activist nonprofit, has led the project’s opposition, along with Riverkeeper and Scenic Hudson.

Food and Water Watch said 13 Mid-Hudson municipalities, including the cities of Beacon and Newburgh, have passed relevant resolutions; some cite serious concerns about potential environmental effects of a new power plant, while others state blunt opposition to the repowering project.

“Instead of listening to science and communities up and down the Hudson River Valley that have formally come out against the power plant, Danskammer decided to push ahead with this reckless proposal,” said Food and Water Watch organizer Andrew Pezzullo in a statement. “This dirty infrastructure flies directly in the face of the climate goals just signed into law by Governor Cuomo this summer. The governor has the authority to stop this plant, and we will make sure he does.”

Danskammer Energy contends the modernized plant will displace dirtier forms of electrical generation. The company also promotes temporary job creation during the project’s construction and pledged to hire local union building and construction trade workers.

“This major $500 million investment in the Hudson Valley will create approximately 450 construction jobs in addition to retaining dozens of long-term positions at the plant, itself,” said Danskammer Vice President of Communications Michelle Hook in a statement. “Danskammer expects to maintain a $3.5 million annual payroll, and to spend $30 million on local services annually. We remain committed to continuing our public outreach throughout the approval process.”

The PSC will review the application to ensure all the necessary information has been received before sending it to the Board on Electric Generation Siting and the Environment, otherwise known as the siting board.

During the siting board’s review, hearings will be scheduled for the public to comment on the Article 10 application.

Hook said she hopes a decision on the project will be issued by early 2021.
