Montecito Sanitary Board Supports Coastal Development Plan Application for Facilities - Noozhawk

Future projects outlined in proposal include new administration office building, solar panel parking canopies and a recycled water plant

The Montecito Sanitary District voted recently to submit a Coastal Development Plan to Santa Barbara County, although two directors on the five-member board abstained, continuing their objections to the new essential services building.

The project is proposed for the western side of the district headquarters, at 1042 Monte Cristo Lane at Channel Drive, and already has been approved by the board.

The district needs to submit an as-built Coastal Development Plan to the county outlining existing and planned facilities for the property.

At the Dec. 12 board meeting, district staff and Dudek consultant Ken Marshall suggested the plan include the essential services building and parking, parking canopies with solar panels, and a recycled water facility with capacity to serve the Santa Barbara Cemetery across the street.

The long-term plan is to expand the recycled water facility to serve large water customers throughout Montecito, such as golf courses, but the cost and scope of that project is unknown at this point.

The area for the building and recycled water facility is undeveloped right now, and would not affect the landscape buffer between the property and Monte Cristo Lane, general manager Diane Gabriel said.

Marshall noted that the district is not obligated to build everything outlined in the Coastal Development Plan, and that it will need amendments for future projects not included in the proposal.

Board members Tom Bollay, Tom Kern and Jeff Kerns voted to submit the Coastal Development Plan application as described, while members Woody Barrett and Dana Newquist abstained.

Barrett said he supported some of the plan components but opposes the essential services building.

The board awarded construction contracts for the building earlier this year on a 3-2 vote, but complaints to the county’s Planning & Development Department prompted a review. Director Lisa Plowman confirmed the special district needs building permits for the office building and other development, as well as review by the Montecito Planning Commission.

Environmental review is underway for the essential services building, Gabriel said at the meeting.
